The Santa Cruz County Environmental Health Division lobby is currently open for business by appointment only. You may request an appointment to meet with staff to discuss a matter or with our Administrative Support staff to submit an application and make a payment. To request an appointment either send us an email or call 454-2022. Email is checked regularly during business hours Monday through Friday. We continue to encourage you to use email to conduct business.

For documents that cannot be emailed, there is a secure drop-off box on the first floor of 701 Ocean Street. Look for the drop-off box with a sign labeled ‘Building, Planning, and Environmental Health’. Forms, applications and other information can be found on this website.

According to the Governor's Blueprint for a Safer Economy, the following can occur with modifications according to state industry guidance:

  • Restaurants can open indoors at a 50% capacity or 200 people (whichever is fewer)

  • Grocery Stores can open with modifications to maintain social distancing

  • Wineries and Tasting Rooms can open indoors at 25% capacity or 100 people (whichever is fewer)

  • Brewpubs, Breweries, Distilleries and Pubs can open indoors at 25% capacity or 100 people (whichever is fewer)

  • Bars are open outdoors with modifications

  • Family Entertainment Centers and Cardrooms can open indoors at 25% capacity for naturally distanced activities, with modifications, plus bowling alleys and escape rooms

  • Movie Theaters can open indoors at a 50% capacity or 200 people (whichever is fewer)

  • Gyms and Fitness Centers can open indoors at 25% capacity, climbing walls, and open indoor pools

  • Outdoor Commercial Pools and Spas can open with modifications

  • Indoor Commercial Pools are open with modifications and can operate for drowning prevention classes, including swim lessons with certified instructors

  • Indoor Spas/ Hot Tubs and Saunas are closed

  • Body Art, Piercing Facilities, Estheticians, Skin and Hair Services are open indoors with modifications

  • Daycamps, Campgrounds and Outdoor Recreation can open with modifications

  • Indoor Playgrounds (Bounce Centers/Ball Pits/Laser Tag) are open indoors at 25% capacity for naturally distanced activites with modifications, bowling and climbing walls

  • Amusement Parks effective April 1, 2021 can open with modifications at 25% capacity or 500 people, whichever is fewer, outdoor attractions only, in-county visitors only, reservations and advance tickets required

  • Festivals and Concerts cannot be held or operate. Changes on the way April 1, 2021

  • Retail Stores and Shopping Centers can open indoors with modifications to maintain social distancing

  • Swap Meets can open with modifications with closed common areas and food court capacity reduced to 50% or 200 people (whichever is fewer)

  • Hotels and Lodging can open with modifications
